TMS320F280023: Device goes into reset after Power-On

Hello,

I am able to program my device and my code runs perfectly from Flash. But when I do Power OFF-ON.  Code does not run. 

I noticed that my Reset Pin goes low for around 50us and at rate of 7.5ms. Also my boot Pin are both high and I do not see any noise on them

Please provide Leads on how to RCA this?
