TMS320F28388D: Having Trouble Running Example Programs

I am migrating from the f2837d to the f2838d.  With the f2837d I merely imported the example projects, compiled and hit the green resume button and the examples would run.  With the f2838d I import the CCS project as usual, hit bug and load (no problem loading program).  When I hit the green resume button it reappears.  Hitting it again gets an indication that the program is running but It appears that it is not.  the main infinite loop appears not to execute.  Variables not changing.  I did this with several examples programs with similar results.
