TMS320F280049: Wrong device in target configuration file

There are a lot of factors that would be involved for CCS to be able to properly identify the actual device and compare it with what is specified in the target confguration file. In those specific cases, CCS will display a message that explicitly describes the mismatch. Otherwise it will display some generic (and admittedly sometimes confusing) error message.
