Yes, the GSx RAM can be used for Program memory for CPU code.  The only unique thing about GSx is that the DMA module as read/write access to it as well as the CPU.  If you want to completely prevent the DMA from having the ability to read/write this region you can use the GSxACCPROT registers to selectively limit the DMA access for each GSx RAM.
