Is there a way for the main CPU to diagnose if the CLA has failed?
Please advise if you have any good method or sample code. (Incrementing the count value from CLA to message RAM, etc.)

What types of failures are you trying to detect? Can you give me more details--is there a particular functional safety standard being targeted? You can look up the CLA related diagnostics in the F28004x safety manual.
If the application doesn't require the diagnostic to be that intense and you just want to check that the CLA is executing when it's supposed to, having the CPU periodically check a variable located in shared memory (like a message RAM) that the CLA is updating seems reasonable. We don't have any examples specifically showing this, but there are a number of CLA examples that show how sharing variables between CLA and the CPU.
