Peripheral Explorer and Experimenter Kit, issue with onboard FTDI/XDS100 connection

2-We purchased a number of  TMS320C2000 (Peripheral Explorer for 28335 it comes with a TV Remote control ) for the staff to learn about Digital Control. Guess what, none of the FXXCX-things works. After connecting to USB using CCS11, downloading a simple program, get the message that debugger can not find the XDS100. They fixed that problem by reprogramming the FTDI  USB CHIP. Now they get the message :   

                     " IcePick_C_0: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 9.6.0.00172) "

Asked for help from TI, got the WikiLink for some documentation about trouble shooting. Useless waste of time after review the document.

3- We bought then Development Kit for 28035, none of the FXXX worked either, identical problem as mentioned above.

We are spending money left and right buying Development Kits to use it right away, so the folks here can learn. Instead days and weeks goes by trying to troubleshoot JTAG connection. Why is that ? Why?

Please Matthew if you know or somebody else at TI, can help to solve the problem with the USB connection. This is very urgent.

    For the either kit, can you comment if your team can see the XDS100 populated in the Windows Device manager when plugged in?   I know there is a HW bug on the 335 PREX with regards to the SCI/UART comms channel, but this should not impact the JTAG connection.

    I'm assuming that perhaps initially the PREX did not appear in device manager and the re programming of the FTDI fixed this, but then CCS still cannot connect?

    Let me know where the 035 falls in all of this as well.  I know that on the 035ISO control CARD, the USB connection to the board only powers the XDS100, the board power has to come from the docking station PCB.

    For the F28035 control CARD specifically, do you have the ISO DIMM(USB connector on the card) or the standard control CARD that needs to use the JTAG on the base board.
