TMS320F280039C: X1 clock not saturating on custom PCB

Hello Ti experts, 

I built a PCB featuring C2000's F280039C chip. The schematic mostly follows the LAUNCHXL-F280039C design except for the clocking, where I decided to only use the internal oscillator.

I left X1(GPIO19) and X2(GPIO18) floating on the PCB. Is this a mistake?

After loading a small test program, I get stuck at this line in ccs:

Here are some more details about my application:

-I am using XDS110 Debug probe

-Both 3.3V and 1.2V rails seem to work fine.

-The JTAG integrity test is successful

-The nRESET signal interrupts the debug session correctly when pulled low

-The emu (all 4) signals on the probe are left floating

Finally, is this mistake fixable by clever soldering?

  • Trying to observe the clock signal X1 and X2 under the scope, i must have shorted these pins as the probe is bigger then the leads of the mcu and for some reason the program got unstuck. This is something have to do every time i upload new code so its kinda wierd but if it works, it works
