This is the right place for support with JTAG problems, I just need more information about the specific setup and what exactly you are trying to do. Just curious, are you trying to program the device or are you trying to use breakpoints? Is the device locked somehow?

That is correct, you can lock the JTAG with the CSM, although the capabilities vary across devices. I am not sure how it works for TMS320F28034, so I am reaching out to our expert for the CSM to provide you with further support.

Hi Miller.
On this device you can not disable JTAG pins. Once you secure the device using CSM, JTAG access to secure resources get disable but it'll still have access to any non-secure resources.
