i use DSP board first time. board is TMS320C6718 Development Kit and i use XDS110
i downloaded code composer v9
1. i make sure the device is connected to the computer
but there is connectivity problem

This is a low level JTAG error, usually due to some connectivity issue with the JTAG scan chain. The issue is usually an hardware connection issue on the target side. Please carefully check your connections where the debug probe connects to the JTAG header of the board.
