TMS320F28379D: Question about mechanicalScaler in encoder.h

I have a question about how mechanicalScaler is initialized in ENC_setParams:

obj->mechanicalScaler = 0.25f / obj->encLines;

I found in another thread:

Q: Please explain the what is this 0.25f used here?
A: Every line or pulse has 4 counts, so the scale is 1/(4*lines)=0.25/lines.

I have not been able to find...4 counts of what?

(I am trying to track down why the speed produced by SPDCALC using angleENC_rad is about 2x the speed of the motor.  I want to make sure I understand the parameters used by ENC_run)
