TMS320F28388D: Error with new CCS project using syn.cfg

Step 1: I opened a new CCS project.

Step 2. Added new file from file=>new=>other=>general=>file=>next=>file name=>finish=>enable sysconfig=>yes. An error popped up "missing argument: --board or -- device must be specified". 

Step 3. I pressed "go back" and filled the device parameters, selected start.

Step 4. Added ePWM modules 1- 10 and pressed save. An error popped up "the last change caused an exception"

Step 5. I pressed go back. Saved but the error didn't pop up again. I closed CCS.

Step 6. I relaunched CCS again to open the project and the error in step 2 reappeared. I pressed go back, added the device again and pressed start. The ePWM modules I added in step 4 are no longer there. Please note that there is an untitled.syscfg at the RHS.

Step 7. Please note that I want a new CCS project not an example from C2000wares.
