I am using the TMS320F280049 with the internally generated VDD (1.2V Digital Logic Power).
According to the datasheet, a decoupling capacitor should be provided on each VDD pin.
Also, is it necessary to connect all VDD pins together on the board?

If using the internally generated VDD (1.2V) it is not strictly necessary, since all the VDD pins are tied together internally. See guidance below taken from F28003x datasheet, it is applicable to F28004x device as well (just hasn't been updated yet).
