In our CCS enviorment, the 'F280039C.ccxml' is only have one option for F280039C as following:

If there will be anywhere in C2000 code will distingush differnt package like F280039CSPM or F280039CSPZ?

Which CCS version you are using? I have installed CCS 12.1, and I am able to see all the devices:

I forgot to mention, if you are using SysConfig for develop application, it should list all the device packages too.
