I am trying to program a standalone TMS320F28027 IC as per connections shown in the Figure using XDS110 JTAG Debugger.
The test connection using the scan integrity test is successful as shown in the message below.

However, the following error occurs while uploading the code using CCS as well as UniFLASH:

C28xx: File Loader: Memory write failed: Unknown error
We changed the values of all the pull-up resistors to 1k ohm instead of 10k from the above schematic. Still, the issue remains the same.
Note: The program works perfectly with F28027 Launchpad.
We also connected a pull-up resistor between GPIO34 and 3V3 for verification. Yet, we are unable to program the IC.
For RAM-based program, it shows the following issue:
