These are part of compiler installation. They are located at:

C:/ti/ccs1220/ccs/tools/compiler/ti-cgt-c2000_22.6.0.LTS/bin/hex2000.exe

C:/ti/ccs1220/ccs/tools/compiler/ti-cgt-arm_20.2.7.LTS/bin/armhex.exe

Thanks Santosh,

I searched over an hour last night trying to find some document referencing the locations but never thought to check the compiler directories. Since it is a ready to use executable I thought it would be with the serial flash programmer files.

Yes, it is tied with architecture of the core, so it is part of the compiler package.
