Customer can use this 100uA for the max in their system. In this specific case, this parameter was simulated and characterized across temperature and voltage but not implemented as a hard limit in production test.

Reading through this I would note that the ADC on the F2803x is significantly different than the one on the F2837x; and as Joe said that peak current draw should be supplied by the bulk cap we require on VREFHI/VREFLO. I don't expect 2803x to be any worse here, but as the previous post had mentioned 3.5mA is pretty substantial requirement. If customer designs to this that is fine, but it may be over-design to accommodate 3.5mA.
I assume customer is supplying this externally is why they need this info.

what is the recommendation of the bulk cap on VREFHI? Is it documented somewhere?

I don't believe this is documented. We can use something similar to F2833x, 2.2uF bulk cap should be sufficient.
