f28069m launch pad "Download Executable to Hardware" error

Are you trying to connect to the launchpad first time or it was connecting earlier and stopped working?

To add it further, when you connect the target, can you open Windows device manager, and see if it is enumerated properly. Also, have you created a target configuration file? The workshop I pointed to earlier should guide you through the steps.

Should i have XDS100 to program it?

If you are using launchpad, then you do not need external emulator. The launchpad has XDS100v2. In windows device manager, it should appear as XDS100V2. Can you send the picture of Windows Device Manager?
