Has the customer been able to use CCS6.1.2 to flash their device previously? Is this a fresh CCS installation, or have they installed any firmware updates? Also just curious, what is the customer's reason for using this old version of CCS?

Yes, customer can use CCS6.1.2 to flash their device previously, but after reinstall the CCS , the CCS6.1.2 just can compiler the project, but cannot flash the device any more.
customer didn't installed any firmware updates. customer other computer also can use the CCS6.1.2 normally.
Customer old project maintenance need to use same CCS version and compiler option.

My only recommendation would be to reinstall the CCS6.1.2. Maybe try copying the files mentioned in the error message from the computer with the working CCS6.1.2?
I can reach out to someone that works on CCS to see if they have heard of this issue before.

Please note that CCS v6.1.2 is very old and no longer supported. I would recommend trying a later CCS version such as the current 12.2.0.

As i mentioned Customer old project maintenance need to use same CCS(CCS v6.1.2) version and compiler option.
Also i don't think we have reason to stop customer use CCS v6.1.2 for F28034 device.
Can we help customer settle this problem?
I understand that the customer prefers to stay with an old CCS version. But please note to the customer that it is an old and unsupported version. Hence the level of support we can provide is not optimal.
One suggestion is for the customer to try reinstalling CCS 6.1.2. Make sure they completely remove the old CCS version. If the customer still has problems, then they can try the suggestion regarding the MSVC redistributables as mentioned by Chester in the below post:
