TMS320F28388D: wait for the X1 clock to saturate

Hello,

I am working with evaluation board TMS320F28388D with led_ex_1_blinky code, when i am start debug code its stuck on "wait for the X1 clock to saturate" also try to run from RAM or FLASH with no success
