There are a few things to discuss here:

The debug launch configuration file for a project is typically stored in the project folder (under .launches subfolder). If you then import that project into a new workspace, the launch file should come with it. 

If there is no launch file associated with it, then it gets trickier. For multi-core targets, CCS will prompt you to specify which cores to load the program to for that first time, then save that information in the launch file.

You can always create a standalone target configuration file and then modify the launch file for it and use it for your projects.

Or perhaps you can just create an initialization js script which handles this during the debug launch. This is the most common way that other users use in similar scenarios.

I want this method, but I have no idea about how to implement it in CCS.
