The two pins of the 14-pin JTAG, TDI and TDO, are multiused as IO ports. 

Does this action affect the versatility of the emulator? 

Because my development process will use emulators from different manufacturers for programming.

    If the pins for TDI and TDO are being used as GPIOs, then you will not be able to use them for JTAG. F280049C supports 2-pin cJTAG, where only TCK and TMS are used. The information throughput can be slower than with 4-pin JTAG, but this may not matter for many applications. 

    What emulator (TI officially calls them JTAG Debug Probes) are you planning to use?
