TMS320F28069: load program failed after optimization turned on and then off

Hi

I have developed a code without optimization and recently turned on various optimization levels to check how optimization works. 

Then i revert back to optimization off and suddenly i cannot flash the code. 
CCs erases the flas, then tries to flash the .out file but stops saying load program failed. 
But if i turn on any optimization level, even 0, then programme loads successfully.
