TMS320F280039C: cannot be programmed by using XDS100v2

Hi Team,

Here's an issue from the customer may need your help:

board: LAUNCHXL-F280039C. It can be programmed by using on board XDS100.

programming tool related circuit:

And the customer can use standalone XDS200 to program, but cannot use standalone XDS100v2 to program. The driver of XDS100v2 has been already installed, and it can program F28035 and F28335 etc.. The error is:

Could you please provide some train of thought?

    I wonder if that 2.2K pull up on TMS may be a little too strong. Can the customer try changing that to a smaller 4.7K or 10K pull-up? We also don't recommend a pull-up on TCK. The TDI/TDO pull-up recommendation is 10K. Here is snippet from datasheet.
