Design Reference of 3PH ANPC based on IGBT

Hi,

I'm looking for solution about 3ph ANPC without GaN and SiC. 

I found the TIDA-010210, but it is based on GaN.

My customer want to use IGBTs instead of GaN.

Which is cheaper, TIDA-010210 or design implemented with 18 IGBTs?
