Unable to program flash memory using XDS110 debug probe ,showing error connecting to target please find in the below capture
Even tried running controller in CCS workspace debug mode showed the same error as above unable to connected, tried power cycling the board aswell
these are the observation we have regarding the issue
1. Checked the power rails and voltage levels to the controller and all are in the required values
2. With existing application firmware already in flash memory of ti controller, we were able to access flash by erasing and writing on to the flash sector.
3. At the TMS pin it is showing 0V though it is pulled up with resistor 2.2K
The circuit for interfacing JTAG is as follows
The controller is TMS320F28388D and operated at clock frequency of 25MHz connected to X1 pin of the controller

It's input pin for the device. This need to be proper for JTAG connection to work. So you need to check if there are any issue on board which is causing this to be driven low.
