I'm looking for the tool to flash the DSP part. The IC has been purchased programmed in the past but, now we want to get it blank and load the firmware in house.

As you may be aware, this is a 20+ year-old device. The entire toolchain for these devices is now obsolete and there is very limited support for these devices (support now is only through e2e). There are two options for you to program this device:
JTAG programming: Either the Prg2xx command line utility (or) SDFlash GUI (or) CCS flash plugin can be used. Supported debug probes are XDS510PP+ or XDS510USB. Note that the company that manufactured these debug probes (Spectrum Digital) has shut down and is no longer in business. However, you may be able to buy these probes online from sites like eBay. SDFlash was developed by Spectrum Digital, so no support is available for that tool. Even if you manage to buy a XDS510PP+ probe, you may not be able to find a PC with a parallel port. Assuming you are successfully able to buy a debug probe, it would be challenging to get it to work with CCSv3.3, which was developed under Win98 framework. Also note that CCSv3.3 is not free unlike newer version of CCS.
Serial port method: This method may be easier since there is no need for a debug probe or CCS.
