What safety level are you trying to achieve?

Can you please let us know about the power requirements of the system you are developing? The C2000-processor you refer to supports SIL-2, and there are several PMICs which would in principle cover the C2000 safety needs. But the input voltage (and range over which you want the system to work) and amount of non-C2000 rails your application requires would help us recommend the best PMIC for your needs. Also, can you let us know if you need the PMIC to be already in production, or when do you require final prototypes / volume production? This question because we have new PMICs in development which may also be suitable for you.

I saw EVM use TPS62441 for F28075. Due to just need 3.3V and 1.2V right?

If you only need 3.3V and 1.2V rails in your system, and functional safety need is SIL-2, then TPS65313-Q1 could work for you. It has more rails than you need, but you do not need to use all of them. It is a wide-VIN PMIC.
If 5V low-voltage input is preferred, you could consider LP8762x-Q1. Again, more rails and output power than needed by C2000, but it meets safety requirements and unused outputs can be disabled so you spare the BOM on those.
3rd option would be to add a dual-channel voltage supervisor with watchdog to the existing TPS62441-solution. TPS386000 for example.

It looks like TI has products that pass IEC-61508 directly.
But my customer's input voltage is 7V. Is there a better product that conforms to the F28075 power IC?
I want to find another product that can convert 48V to 7V/6A and pass IEC-61508. Do you have any suggestions?

TPS65313-Q1 supports IEC-61508. 7V input voltage is OK, even if PMIC was designed to operate from 12V automotive battery. But supported input voltage range is 4-36V.
With regards to your 2nd question about 48V-->7V converter please allow me to contact other experts at TI in charge of wide-VIN converters. Is 48V your nominal input voltage only or do you expect large transients above / below this level over which the 6A buck DC/DC should operate?

But I can't find words like Safety-Related Certification in the TPS65313-Q1 datasheet. Just get Support system-level functional safety requirements up to ASIL-C (ISO 26262) and SIL-2 (IEC 61508).
The customer thinks the device function is too complex. Just need 7V conver to 1.2V and 3.3V and pass IEC 61508.
