The VDD pins provide the core voltage rail to the device. They cannot be un-used and must be supplied 1.2V from an external voltage source.
While there is an on-chip VREG on this device, it is not supported in this configuration and VREGENZ must be tied to VDDIO, and VDD must be supplied externally.
There is a variant of this family, TMS320F28075, that does support the use of the VREG, in that case the above connection to VDD with 2.2uF cap is correct.
