TMS320F280048C-Q1: Error connecting to the target:

I presume that you've already attempted restarting CCS, power cycling the board, and checking cable connections? Typically, power cycling the board has fixed this exact issue (using the XDS100v3) for me every time it has appeared.

while checking the test connnectrion i got another error :- 

An error occurred while hard opening the controller.

This error is generated by TI's USCIF driver or utilities.

The value is '-183' (0xffffff49).
The title is 'SC_ERR_CTL_CBL_BREAK_FAR'.

im using only theser pins for jtag connnection - VCC , GND ,TMS , RESTb ,TDI ,TDO ,TCK, is it enough ?

Which JTAG connector are you using from your XDS100v2? TI14 pin? 

Really you should only need VCC, GND, TMS, TCK, TDI, and TDO.

it's a 14-pin connector onn the board side, butt i'm usinf only 7 wires including RESETb, to connect with XDS100v2. Is RESETb not needed?

RESETb should not be needed. Just curious, how have you connected RESETb? Can you provide a diagram of you connections?
