TMS320F280025C: Error Connecting to the target

Hello,

While debugging the code through XDS100V2 emulator the following error message is showed:-

Error connecting to the target:
(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 9.10.0.00080)

I check the board continuity which is okay.

Supply voltage to the controller is 3.3V.

Please help.
