i am selecting the UDP tab and placing the IP address 192.168.0.4 and port number 28000 under Client section and then sending START message to the address and then a HELLO message but on microcontroller side i am not receiving anything

yes i have configured the ip address of the PC in the server section of sockettest software but no response still on microcontroller side

Have you configured the IP address of the PC to be 192.168.0.x? The PC's IP address needs to be configured . 

In Sockettest software, you are mentioning the F2838D board's IP address.

Successful Ping from command prompt should also confirm if the example is setup correctly.

i have configured the IP address on the PC side as well but i am not recieving anything on microcontroller side from sockettest and also i am unable to ping to microcontroller IP address

Are you running any code on C28x core? Pls let me know the steps that you are doing after importing the examples in CCS? C28x core is the master core on this device and has to configure Ethernet clock and GPIOs before the enet_lwip_udp example can be run on CM core.

no i am not running any code on C28x core. After importing the CCS project , i click the debug button and then i click on the CM core and click on the play button. Now after your advice i am trying to execute the C28 side core but still on pinging the IP address no response is obtained.

The C28x core is the master core on this device. It has to boot up the CM core and also configures Ethernet clock and GPIOs . The code for this is available in the ethernet_c28x_config project located at C:\ti\c2000\C2000Ware_5_01_00_00\driverlib\f2838x\examples\cm\ethernet\CCS.  You can run this code on the C28x core and then run the enet_lwip_udp code on the CM core.
