TMS320F28335: FLASH cannot be erased and the program cannot be downloaded

There's an issue from the customer need your help:

Hello, 28335 uses the emulator to download the program to the flash and run it. For the first time, the flash can be erased using the API function (only the A partition is retained and not erased). However, after re-downloading the program, it cannot be erased. After that, the program is downloaded again. The error is that the program cannot be downloaded to FLASH, but the program can be run in RAM.

It is found through UniFlash that all partitions of the flash cannot be erased, but it can be seen through UniFlash that partition A has data but other partitions have no data.
