Hi Johnson,
The crystal oscillator was designed for crystals operating from 10MHz to 20MHz. The design also assumes that the crystals of choice meet the specifications in table 6-8 [Crystal Equivalent Series Resistance (ESR) Requirements] for ESR and load capacitance. Short answer is yes, there is a risk if customer will use 8MHz as this is outside of the crystal oscillator input frequency of operation. Risk is that oscillation may fail to start.
