Power sequencing requirements are given in 8.9.1 Power Sequencing (page 60 of the datasheet) www.ti.com/lit/SPRS880.
Would there be any issue if the core voltage was stable before enabling the regulator for VDDIO?
The reply in the following post gives me the impression that VDDIO should come up before VDD. I didn't find anything in the datasheet saying that is true.

Please see this section in the datasheet. VDD should be kept no more than .3V above VDDIO.
