We have a couple TMDSCNCD280039C brand new control cards in the lab both behaving the same way
An example code imported into CCS V12.5 led_ex1_blinky code from C2000 ware example successfully compiles with CCS V12.5 and debugger communicates successfully with target and runs however no LED blink event

    there are multiple build configuration, some are for the launchpad and others are for the controlCARD. verify that you are attempting to toggle the correct GPIOs. should be GPIO31 and GPIO24, but you can confirm this by looking at the schematic for the controlCARD in C2000ware.
