TMS320F280025: Flash APP Start assign not success?

Any reason why customer is using type=NOINIT in the linker command file for these sections?

We also remove " type=NOINIT," the Flash content do not include "APP_StartFlag" and "APP_EndFlag" as below:

COFF can work, but EABI not. I am dig out why this difference.
