which compiler can I use for this kind of DSP controller : TMS320LF2407 ?

Hi,

For F2407A, you should use CCS3.3v IDE which includes compiler, assembler, linker,debugger, simulators, etc.

Note: CCS4.0v doesn't support F24xx devices.
