TMS320F28P650DK: TMS320F28P650DK TUV certification

I am in starting a Functional safety over EtherCAT design. This is a new development. I have two CPU options that might be good for this purpose. One is the TMS320F28P65x family, the other one is the AM263x. I prefer the F28 family, but I have a concern because of the TUV certification this CPU family has. The AM263x family is certified up to ASIL-D and SIL3, but the mentioned F28 family only up to ASIL-B and SIL2.

Why is that? What does the TMS320F28P65x family missing? Why is it certified (or being certified) only up to  SIL2?
