LAUNCHXL-F280049C: 3V reference for ADC

3V is not an option for the ADC reference, there is internal 2.5 or 3.3 or external 3.3. Technically it is possible to use an external 3V reference by lowering the supply voltage to 3V (see the Recommended Operating Conditions and ADC Operating Conditions tables in the datasheet), but you would need to make sure that VDDA (analog supply voltage) never dips below the minimum stated in the datasheet. This is up to you if you want to do this or use an internal reference instead if you can't change from an external reference of 3V.
