Hi Anka,
To clarify, we don't usually refer to these registers as "FIFOs" since they are only 1 register (1 level). Which version of the device TRM are you referencing? This terminology does not exist in the latest version:
The SHDWxFULL flags are mean to show whether or not the shadow register has already been written to.
So for PWM registers you only need to know there are "active" registers and a "shadow" registers for some parameters. When you use shadow loading, you will write to the shadow register, which will then load to the active register on a configurable event. You can also see a visual of the shadow registers in many diagrams throughout the TRM EPWM chapter such as the below:
