Yes, this is what I mean. Like CPU is running under 200MHz.

Hi Eric,

Code executing from flash supports up to max CPU speed of 200MHz (on F28P65x). Code execution from flash at CPU speeds lower than 200MHz is also possible. There is a table in the datasheet under section 6 which describes the flash wait states to use to in order for flash to match the CPU speeds. This is tabulated in table 6-6:
