I have a working XDS200, which is able to connect and debug a TMS320F28355. Also, it worked with a TMS320F28379D control card until several weeks ago. Since then I have been using the TMS320F2837D control card's XDS100v2. I have tried several cables to get it work. Also, I measured 3.3V on the XDS200's VCC pin.
The results from Test Connection and Debug Connection are shown below.
Update: I also executed the following command as mentioned in another post
