That has been the web address for the qualification kit for a few years.  I'm confident your access is denied because of some kind of web site blocking that occurs on your end.  Please check with the administrator for your local system.

I checked the safety package and I need to check the safety manual for the compiler, but it is not located in the safety package

I'm not sure what you mean by the safety manual.  Perhaps you mean the C28x compiler manual.
