The easiest way to do this would be to purchase a standalone XDS100v2 from Blackhawk or Olimex. 

You will then need to make sure that TRST, TMS, TCK, TDI, and TDO are connected according to the device datasheet and the guidelines on this page: https://software-dl.ti.com/ccs/esd/documents/xdsdebugprobes/emu_xds_target_connection_guide.html#buffered-case

The standard is to use TI 14-pin JTAG header on your board, since that will be the pinout of the standalone XDS100v2.

You can then use CCS to program the device. If you are doing some sort of mass production, you may be interested in UNIFLASH, which provides a way to program the device from a command line interface.
