Could you please look at Beckhoff's documentation for the ESC registers? ET1100 Datasheet II (registers section) should have the information that you are looking for.

You will need to enable the "debug access to ESC registers" bit for the C28X core to be able to read these ESC registers. Please let me know if you have any questions.

I wanted to know if the "pin" on the ESC core could be accessed by the C28X processor instead of it driving a GPIO pin.

I do not see any register in the Data sheet that gives the state of the LINKACT Led.

There is not a register that has the status of the pin, but there is a link status register.

You could also read the link status in the PHY registers.
