Have you reviewed the CSM section of the SysCtrl chapter? Enabling is security is done by programming the USER OTP. You can do this by creating a .asm and .cmd file with your desired values to be programmed.

Most of our support is geared towards the DCSM module on gen 3 devices, I would suggest referring to the SysConfig tool on dev.ti.com, opening the DCSM tab, and generating a dcsm.asm and dcsm.cmd file to get a sense of the format. This will have to be repurposed for CSM according to the TRM but hopefully this will be a good starting point for you.

If the chip gets locked and the password is lost can we do a complete chip erase to recover it

From reading the TRM I don't see any capability to erase the entire memory when the device is secured. Make sure to not lose your CSM passwords so that you can always unlock.

I just try to understand the feature here. If I do secured a chip, Do I able to program via JTAG / debugger  OR NOT ?

If secured, the device must be unlocked using the CSM passwords before reprogramming with JTAG.
