Yes. There are several components that rely on internet access besides updates. The biggest is likely Resource Explorer. There is also the App Center, Eclipse Marketplace, etc

For some compiler errors when you build your project, CCS will try to access some files on our server which can provide more details on the errors. Example: https://software-dl.ti.com/ccs/esd/documents/dmed/HTML/10234.html

In general, CCS can be used without internet access. The biggest feature relying on it is Resource Explorer but if you already have your packages installed locally and do not need to browse any more content, then it is likely not an issue.
