This file is available in C2000Ware here: C:\ti\c2000\C2000Ware_5_02_00_00\device_support\f2803x\common\source\DSP2803x_SysCtrl.c

I don't have c2000 folder in C:\ti. Available folders are C:\ti\ccs1280 and C:\ti\tirex-product-tree

Have you downloaded our C2000Ware SDK? If not, please download our C2000Ware SDK for access to this file.

In my previous post, I was simply showing the path within C2000Ware that this file is available: {your C2000Ware location}\device_support\f2803x\common\source\DSP2803x_SysCtrl.c
