LSRAM 8 and LSRAM 9 should be mapped to the addresses 0x00004000 and 0x00006000 respectively from the CLA perspective, so it looks like the program wasn't mapped properly. Can you try using the linker cmd file from the cla_asin_ls8_9 example in C2000ware (pathL [C2000ware install]/driverlib/f28p65x/examples/c28x/cla)? It also may be helpful to take a look at that example as well if you haven't already.
