    I'm not sure how to further explain this, the data sheet shows our minimum and maximum slope for voltage supplies when powering on the MCU.

    How to understand the seventh point below?

    This also seems straight forward. There needs to be a 56 Ohm resistor between VDD (1.2V) and VSS. If you check the schematic for F28388D controlcard, which can be found at [C2000WARE]/board/controlCARDs/TMDSCNCD28388D/ , then you will see this resistor.
